A brush is mightier than the gun

NYPD cops shoot down an 18 year old teen who was 'armed' with a hair brush.

Here are some points to note:
a) 911 call done by the victim's mother.
b) 5 cops - as much as 20 shots.
c) witnesses say the teen had dropped the 'weapon' before cops opened fire.

Now here is a Law to be passed by the Congress.
- shooting by the cops should only be done after the sight of a weapon.

( now that leads to a debate on what can be defined as a weapon. This is nothing new in a country which had trouble defining 'Sex' ( Forgot the Starr report and Clinton impeachment ? )
